If Dean's brother didn't serve in the military, what justification are they giving for him having a mililtary funeral?

Dean's brother is not receiving a military funeral. It's amazing how these untruths keep getting perpetuated by Republicans. Then again, most Republicans still claim that WMDs were found in Iraq, and that Osama Bin Laden was not responsible for 9/11, and that Saddam was.
