Scott, Bush Jr. and Palpatine are both men who achieved power positions through questionable means and intend to be "the big man in charge". Bush isn't as venomous as Palpatine, yet his dopeyness and naiveness makes him still dangerous.
Maybe Clones isn't totally an allegory, yet there are some similarities. The bad guys are in caves for example.
