It's not so much bad as devoid of anything good.

In terms of my reviewing, I felt I needed to pan something and of all the stories and films I've read or viewed lately, this was indeed the most worthy of being panned.

I can't argue with your evaluation, but I still relatively enjoyed it. I'm not sure it's fair to single this out as being excessively decompressed because at least it had a little action and shallow intrigue, which I think puts it above the talking heat blather that accompanies decompressed storytelling generally.
