I guess he was 4-F for his impaired vision? Plus his aunt's testimony that he had such a delicate constitution. Or maybe he got a college deferment. His bully-turned-buddy Flash Thompson did go to Vietnam, maybe that story mentioned why Peter didn't go. I don't recall it ever coming up, though.
