Eh. Decompression. It's been the game for a while now.
In the old days, writers and artists constantly were launching new characters. So the origin stories sometimes got only a few panels -- an issue at the most -- and then it was time to create something even newer.
Now, well -- let's face it, Scott Snyder ain't creating anything new. When guys like him, Brian Bendis and Geoff Johns sit down with their editors to decide how to pad another few $25 trade collections, it just seems easiest to retell the origin story for the millionth time.
So this will be two hardcover collections of Batman reflecting on his parents' murder, designing his costume, decorating the Batcave, fighting his first super-villains, etc., etc.
It will sell OK.
To answer your question, this crap is for Scott Snyder, because it's all he's capable of.
