Well ... if a villain turns out to be a Skrull, is that really a bad thing? I mean, sure we're shocked when one of our favorite colorful heroes turns out to be a green, powerful alien trying to take over the planet, but is it really that bad when an evil villain is a skrull? Is there truly a difference? Ah, well, on to today's Skrull ...

Don't think they'd manage to get Doom - he's too paranoid. I can't see a Skrull Doom being any match for the real thing - though it would be interesting to see...

But seriously, does it matter if the Skrulls are taking over villains too? It's not like someone's going to go, "Oh my, you want to take over the world! I'm so surprised!"

Depends on the reason, Jen, honestly. If they can replace someone who leads other villains (The Red Skull, Apocalypse, Sinister etc) they can then use the villain's followers to create massive diversions or otherwise try to keep the heroes busy when their main invasion force arrives. If they could use the likes of Hydra and AIM to attack SHIELD at the right moment, they could create such confusion that their victory would be almost certain.
Replacing some loser like the Vulture, on the other hand, just wouldn't be worth their time.
From a strategic POV, they should be looking to replace leaders and use them to sow maximum confusion.
They also want to secure the nuclear arsenals as fast as possible to both stop them being used and provide a useful back-up plan if it all starts going wrong. Nuclear blackmail is unlikely to fail on most of the heroes, at least in the short term.
Right now their absolute top target has to be Stark, though, as he has an entire army of useful idiots under his absolute control who've had the resistance whipped out of them already after Civil War. If they get him, they have the planet.
I'd honestly put Doom second - not because of Doom himself, but because of his vast army of technologically advanced robots. If Doom went all out he could probably take the world - and at the very least he has the biggest and best spoiler force out there. A full-fledged Latverian invasion of Earth would take some stopping, even without the Skrulls.

Steve - I always think Doom would look better in a Skrull-cap! He's normally the guy in green anyway, so I guess adding a bit MORE green to the mix won't hurt!
